Proposals are expected to respond to a set of concrete challenges the Embassy wants addressed. These include increasing public understanding of the rule of law, civic engagement, the role of civil society, and advocacy; strengthening NGO capacity in areas such as strategic planning, project design and management, monitoring and evaluation, public relations, organizational communications, partnership-building, and organizational and financial sustainability (with special attention to rural or lower-capacity groups); and improving cooperation between rural and urban civil society actors as well as with local government. The overall project goal is to help form strong, diverse, and independent youth groups that can engage government and institutions, help deter corruption, and improve civil society’s ability to respond to the needs of different communities in Turkmenistan.
The target audiences are broad but clearly defined: current and potential urban and rural NGOs (including youth organizations), youth and university students ages 14 to 28, community leaders, and local and state government officials. Projects can focus on one or multiple objectives, and the Embassy frames these objectives within a 12-month window. Suggested outcomes include strengthening organizations in ways that could increase the number of registered NGOs in Turkmenistan; raising awareness of civil society career paths for at least 60 secondary school or university students through debates, advocacy activities, speaker programs, and rule-of-law or leadership programming; promoting civic, social, and economic participation for at least 60 high school students through sustainable civic education and engagement activities; establishing long-term partnerships with local CSOs; supporting youth involvement in decision-making related to environmental issues and/or government accountability through at least seven regional youth leadership initiatives in partnership with local self-governments and councils; improving the ability of at least eight rural or lower-capacity CSOs to use traditional and social media for outreach campaigns through stronger communications plans and strategies; and building stronger working connections between at least eight rural NGOs serving youth, women, and other underserved groups and relevant government bodies, supported by networking and mentoring that leads to ongoing engagement.
Applicants are strongly encouraged to submit joint proposals, for example pairing a regional NGO with an Ashgabat-based organization, to promote partnership-building and strengthen civil society capacity. The application format begins with a Statement of Interest, and the Statement of Interest plus a short budget proposal must be no more than three pages, so applicants need to be focused and specific in how they describe activities, audiences, and intended results.
Eligibility is limited to Turkmenistan-based organizations. The program is open to not-for-profit entities, civil society and non-governmental organizations, economic unions, and media organizations, including independent local media. The Embassy indicates that organizations that are unique to Turkmenistan will be prioritized over local branches of international NGOs or CSOs. The award ceiling is USD 30,000, with an expected five awards under this round.
