Opportunity Information: Apply for DOS ACC NOFO 2023 05

The U.S. Embassy Ghana Public Diplomacy Section (PDS), working with the Department of State Bureau of Educational and Cultural Affairs (ECA), is inviting proposals to provide end-to-end logistical (and potentially light program design) support for a 2 to 3 day TechCamp-style workshop focused on illegal mining in Ghana, commonly known as galamsey. The workshop is expected to take place in Accra or Takoradi (with the applicant allowed to propose a venue location, including options outside Accra) around August to September 2023. The event is intended to convene roughly 50 to 60 participants from varied sectors and disciplines, alongside American experts, to collaboratively develop practical, tech-enabled approaches to addressing illegal mining and its impacts.

The opportunity is framed around the urgency of illegal mining as a major threat to Ghana's water supply, agricultural output, community health, and livelihoods, and it recognizes that there is no broad consensus on solutions, including how technology can be used responsibly and effectively. The TechCamp is designed to push participants toward workable solutions and partnerships, with four stated objectives: empowering local communities and leaders to identify responses to illegal mining, promoting sustainable livelihoods and economic alternatives, reducing community and public health harms, and addressing environmental degradation linked to galamsey. A key expectation is that the workshop will not end with discussion alone; participants will form teams and develop follow-on projects that continue after the main event and align with broader U.S. Mission goals related to environmentally sustainable, long-term economic growth.

The selected grantee will function as the primary implementer and logistics lead, coordinating closely with PDS in Accra and ECA. Duties are extensive and cover the full operational side of delivering an international workshop. These responsibilities include identifying and securing an appropriate venue; arranging domestic and international travel for participants and trainers; handling visa-related arrangements where needed; booking lodging for participants and trainers; ensuring reliable WiFi, audio-visual services, and any other technical equipment required; procuring printed materials and promotional items; organizing catering; managing registration and attendee inquiries; hosting a welcome event; arranging honoraria for experts; purchasing necessary supplies; and providing on-site logistical support throughout the program. While logistics is central, the grantee may also contribute to content and program design, but only in close coordination with PDS and ECA.

A major component of the award is support for follow-on activities for up to six months after the workshop. This includes running a small grants-style competition that is open to teams formed during the TechCamp, selecting winning teams, transferring funds to them to execute their proposed projects, and providing appropriate evaluation and feedback. Applicants are expected to submit a detailed budget that clearly covers both the 2 to 3 day workshop and the post-workshop competition and support period, and they should be able to demonstrate experience organizing and managing similar international workshops.

Funding is expected to support one award over a 12-month performance period, with a total anticipated funding range of $70,000 to $90,000 (subject to availability). The guidance specifies that up to $72,000 of the total budget should be allocated to the workshop itself, while at least $18,000 must be dedicated to follow-on activities. Implementing partner or administrative fees are capped and should not exceed $8,000. The instrument will be a grant or cooperative agreement, and the U.S. Government reserves the right to award more or less than the stated range depending on application quality, available funds, and U.S. Government interests, with final terms subject to negotiation with the Grants Officer.

Eligibility is limited to non-profit and public-sector entities from the United States and Ghana, including registered non-profit organizations (such as think tanks and civil society or non-governmental organizations), non-profit or governmental educational institutions, and governmental institutions. For-profit businesses are explicitly not eligible. Organizations must be able to document relevant experience implementing comparable projects, and organizational background and capacity is emphasized as the most heavily weighted part of the application review. Cost sharing is not required. Applicants may submit only one proposal per organization; multiple submissions from the same organization make all submissions ineligible.

Applications were to be submitted by email to pasaccragrant@state.gov with the subject line "TechCamp 2023" by 11:59 pm GMT on May 30, 2023 (late proposals may be considered only if additional funds are available). The application package must be submitted as a single Word or PDF document and include a table of contents, a proposal narrative (covering anticipated support elements, venue and rental needs, AV and travel sourcing, and implementation timelines), a budget narrative with budgets in U.S. dollars, a project synopsis with management plan and schedule, an organizational background section detailing experience and the proposed implementation team, a monitoring and evaluation plan, and required federal forms including signed SF-424 and SF-424A. Organizations must also have a Unique Entity Identifier (UEI) and an active SAM.gov registration; the notice warns that SAM registration can take 4 to 8 weeks and should be started early. Questions about the application process (but not content pre-consultation) are directed to the same email address, pasaccragrant@state.gov.
